1. Acceptance of Terms

By accessing or using the Blue Comet campaign finance filing application (the "Service"), operated by Blue Comet LLC ("Blue Comet," "we," "us," or "our"), you agree to be bound by these Terms of Use. If you do not agree, do not use the Service.

2. Description of Service

Blue Comet provides tools to help political committees prepare and generate campaign finance reports for filing with the Virginia Department of Elections. The Service assists with data entry, report generation, and related workflows but does not itself submit filings to any government agency unless explicitly stated.

3. User Responsibilities

You are solely responsible for:

  • The accuracy, completeness, and timeliness of all information you enter into the Service
  • Reviewing all generated reports before submission to any regulatory authority
  • Compliance with all applicable federal, state, and local campaign finance laws and regulations
  • Maintaining the security of your account credentials

4. Disclaimer of Liability

IMPORTANT:

THE SERVICE IS PROVIDED "AS IS" AND "AS AVAILABLE" WITHOUT WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED. TO THE FULLEST EXTENT PERMITTED BY LAW, BLUE COMET LLC SHALL NOT BE HELD LIABLE FOR ANY MISINFORMATION, ERRORS, OMISSIONS, INCORRECT CALCULATIONS, OR ERRONEOUS FILINGS ARISING FROM YOUR USE OF THE SERVICE, INCLUDING BUT NOT LIMITED TO REPORTS GENERATED BY THE APPLICATION, DATA IMPORTED FROM THIRD-PARTY SOURCES (SUCH AS ACTBLUE), OR ANY OTHER OUTPUT OF THE SYSTEM.

You acknowledge that campaign finance reporting involves complex legal requirements and that automated tools cannot replace professional judgment or legal counsel. You assume full responsibility for verifying all report contents before filing.

5. Limitation of Liability

In no event shall Blue Comet LLC, its officers, directors, employees, or agents be liable for any indirect, incidental, special, consequential, or punitive damages, including without limitation loss of profits, penalties, fines, or regulatory sanctions, arising out of or related to your use of the Service, even if Blue Comet has been advised of the possibility of such damages.

6. Third-Party Integrations

The Service may integrate with third-party services such as ActBlue, Stripe, and Auth0. Blue Comet is not responsible for the accuracy of data obtained from third-party services or for interruptions in those services.

7. Payment

Certain features require payment. All fees are non-refundable except as required by law or as explicitly stated at the time of purchase.

8. Modifications

Blue Comet may modify these Terms at any time. Continued use of the Service after changes constitutes acceptance of the revised Terms.
